Mid Michigan Community Action Agency Offers Weatherization Services to Help Residents Stay Safe and Independent As heating costs rise and temperatures drop, Mid Michigan Community Action Agency (Mid Michigan CAA) is reminding residents that help is available—and it’s free. October is Weatherization Month, a time to highlight the federal Weatherization Assistance Program that makes homes safer, more efficient, and more affordable for eligible households. Weatherization services are no-cost to participants and help individuals and families take control of their home energy use, reducing their monthly bills and protecting against unexpected breakdowns and hazards. “When a home is properly weatherized, it’s more than just comfortable, it’s secure,” said Johnny Mills, Weatherization Director at Mid Michigan CAA. “People want to be able to stay in their homes, manage their own expenses, and not worry about their furnace going out or high energy bills.” Weatherization Can Include:

I am 72 and I have mobility issues and am vulnerable to disease—this is a game changer. No more leaks causing mold or bacteria, no more electric heaters just to stay warm. Explore What Weatherization Can Do: Join Us on Weatherization Day Mid Michigan CAA will host four Harvest House events on October 30 from 3–6 PM to celebrate Weatherization Day. The public can watch demonstrations, talk with experts, and learn more about how the program works. Attendees will receive energy-saving tips, refreshments, and free Weatherization-themed goodie bags. Staff will also be available to help visitors understand what’s required to apply. Locations:

Celebrating Head Start Awareness Month This October, Mid Michigan Community Action Agency (Mid Michigan CAA) celebrates Head Start Awareness Month, recognizing the life-changing impact Head Start Preschool and Early Head Start have on children, families, and the communities they call home. Head Start Preschool and Early Head Start programs offer more than early learning. They provide family-centered support that helps children grow, encourages parents and caregivers, and connects families with the tools they need to thrive now and into the future. “We see the difference every day,” said Stephanie VanderElzen, Head Start Director at Mid Michigan CAA. “When children have a safe place to learn and grow, when families have the support they need, when we build community together, we’re giving kids the best chance at success. That helps everyone.” For 60 years, Head Start programs across the country have helped children and families reach their goals. Children who participate in Head Start are more likely to start kindergarten ready to learn and go on to succeed in school and life. Parents and caregivers in our programs are more likely to read with their children, continue their own education, and feel confident supporting their child’s development. “Early Head Start supports families during some of the most important years of a child’s life,” said Amyee Carson, Whole Family Services Director. “From pregnancy through the toddler years, we walk alongside families, helping them build healthy relationships and strong foundations.” Each year, we serve over 350 children and their families through Head Start and Early Head Start, and that impact reaches even further when you consider the positive effects for caregivers, schools, and communities. Mid Michigan CAA is proud to be part of the Clare and Gladwin Counties Quality Preschool Partnership, offering both Head Start and Great Start Readiness Program (GSRP) classrooms. These partnerships allow us to serve more children and families in our community. Build a Brighter Future Mid Michigan Community Action offers no-cost Early Head Start and Head Start Preschool programs for eligible families. Early Head Start is available for pregnant families and children from birth through age 3 in Clare, Gladwin, Mecosta, Midland, and Osceola Counties. Head Start Preschool is available for children who were 3 or 4 years old by September 1, 2025 in Clare and Gladwin Counties. Mid Michigan Community Action Hosts “Harvest House” Weatherization Events October 30 Looking to stay cozy, safe, and energy-efficient as the seasons change? Mid Michigan Community Action Agency (Mid Michigan CAA) invites you to Harvest House, a special fall-themed event where you can explore how Weatherization services can make your home healthier, warmer, and more affordable. On Wednesday, October 30, from 3–6 PM, join us at four locations across Michigan for free, drop-in events open to all community members. Mid Michigan Community Action Completes Energy-Saving Upgrades at Baytown Family Neighborhood8/13/2025 Bay City, MI—Mid Michigan Community Action Agency (Mid Michigan CAA) has completed a major Weatherization project at Baytown Family Neighborhood, a 150-unit affordable housing community in Bay City. The upgrades will help families save money on energy bills, live in safer homes, and enjoy better comfort year-round.
“This project is about more than saving energy—it’s about helping families live better,” said Johnny Mills, Weatherization Director at Mid Michigan CAA. “We’re proud to make a big impact for Baytown residents.” Helping Families and the Community The improvements included:
These upgrades directly benefit 324 residents, including seniors, children, and people with disabilities. Powered by Local Jobs and Materials Mid Michigan CAA partnered with local contractors and sourced most materials from nearby suppliers, ensuring the project not only improved homes but also boosted the local economy. The Weatherization program also offers job training opportunities, helping workers build stable careers in the construction and energy efficiency sectors. Strong Partnerships and Smart Investments The $1.3 million project was funded by the U.S. Department of Energy’s Weatherization Assistance Program (WAP) and other partners contributing for a total investment of $2.6 million. By combining funding sources, Mid Michigan CAA was able to reach more families and deliver long-term savings. Weatherization helps keep energy use reasonable in low-income homes, which means more families can keep up with their utility bills. Mid Michigan CAA is currently accepting Weatherization applications from homeowners or renters in Bay, Midland, Saginaw, Clare, Gladwin, Mecosta, Osceola, Lake, Mason, Newaygo, Muskegon, and Oceana Counties. Notice of Public Comment for Proposed Community Services Block Grant (CSBG) Plan for FY20268/12/2025 Mid Michigan Community Action Agency (Mid Michigan CAA) is asking for feedback from the public on its 2026 Community Action Plan. This plan explains how the agency will use federal Community Services Block Grant (CSBG) funds to help low-income people across Bay, Clare, Gladwin, Mecosta, Midland, Muskegon, Oceana, and Osceola Counties. The public comment period is open from August 15 to September 15, 2025.
“Community Action is about local solutions that make a real difference,” said Mark Polega, Executive Director. “We want to hear from the people we serve to make sure our plan meets their needs.” In the past year, Mid Michigan Community Action has: -Helped over 6,000 households and nearly 10,000 people -Moved 177 families from homelessness into housing -Weatherized 190 homes and prevented 227 foreclosures -Distributed 1.6 million pounds of food -Filed 846 free tax returns, bringing back $950,000 in refunds With a $20 million budget and over 180 employees, Mid Michigan CAA works with local landlords, contractors, schools, and businesses to build stronger communities. Children who will be 3 or 4 years old by September 1, 2025 and who live in Clare or Gladwin County may qualify.

Local Representative and State Senator Visit Mid Michigan Community Action Head Start Classrooms4/21/2025 Mid Michigan Community Action Agency (Mid Michigan CAA) recently welcomed Representative Kunse and State Senator Hauck to our Head Start preschool classrooms for a special story time and a firsthand look at early childhood education in action. The visits took place at our Clare and Farwell sites on April 14th and 21st, where each had the opportunity to read to the children and talk with teachers and staff. These visits offered insight into how Head Start supports children and families through comprehensive early learning and family-focused services. “It meant so much to have State Senator Hauck and Representative Kunse spend time with our students,” said Stephanie VanderElzen, Head Start Director at Mid Michigan CAA. “The children were so excited to have special visitors read to them, and it’s always powerful when leaders in our community take time to see firsthand the joy, growth, and connection happening in our classrooms every day.” At Mid Michigan Community Action, we’re proud to serve 350 children and their families through our Head Start programs. Mid Michigan Community Action Agency (Mid Michigan CAA) releases the findings of its 2024 Community Needs Assessment (CNA), spotlighting the most critical challenges faced by low-income individuals and families across Bay, Clare, Gladwin, Mecosta, Midland, Muskegon, Oceana, and Osceola counties. Mid Michigan CAA has a track record of results, built on innovative, responsive, and efficient programs that are uniquely tailored to meet local needs. By leveraging resources and partnerships, Community Action enhances local impact and strengthens economic mobility for families.
Empowering Communities Through Insight Conducted every three years, the Community Needs Assessment gathers vital data on economic conditions, social services, and resource gaps, ensuring Mid Michigan CAA’s programs are focused on the most urgent community needs. The 2024 assessment, enriched by feedback from over 1,000 local survey responses and 8 community focus groups, along with data from the U.S. Census Bureau and the KIDS COUNT Data Center, provides a robust foundation for action. Mid Michigan Community Action Agency (Mid Michigan CAA) has been awarded the FY25 Michigan Veteran Homelessness Prevention Grant (MiVHPG) from the Michigan Veterans Affairs Agency (MVAA). This $250,000 grant will expand support for veterans experiencing or at risk of homelessness across Arenac, Bay, Clare, Gladwin, Lake, Mecosta, Midland, Newaygo, Osceola, and Saginaw Counties through September 30, 2028.
The grant assists Mid Michigan CAA in continuing its work to end veteran homelessness by providing immediate relief, sustainable housing solutions, and comprehensive case management services to at-risk veterans. The grant will help Mid Michigan CAA provide:
“Stable housing is a foundation for overall well-being, and we are honored to expand our services to meet the needs of veterans facing housing insecurity,” said Eva Rohlman, Outreach and Opportunities Director of Mid Michigan CAA. “This grant allows us to increase our reach, ensuring that veterans who served our country are supported with respect and dignity in their times of need.” Mid Michigan CAA also creates personalized Housing Stability Plans with veterans to ensure lasting housing stability. The organization also leverages partnerships to make each dollar count, maximizing the impact of MVAA’s funding and ensuring that veterans receive holistic support.
